Interesting! I've found a plaintive message from Maj Gen Lovell at New Orleans complaining that he's been ordered to send off another 20,000 lbs of powder to Richmond. Apparently 3 runners had arrived with powder from Cuba, but two of them needed to be "revoked" by adding 15% saltpeter. What in the heck is "revoking"?
